Abstract
If media education is to be effective it has to be groundedon knowledge and understanding of communication process and the operation of media institutions as they interact with other processes and institutions within the wider contexts. This calls for interdisciplinary, systematic, holistic, social scientific research. The main goal of this project is to construct and provide a framework and guidelines for course Vzgoja za medije in all school levels, specially in primary school. For establishing Slovene model of media education, one has to evaluate existing approaches to media education in the world. Despite the differences in the respective socio-cultural location and effect these have on specific forms of media education, it is possible to find a level of coherence. There is a broad level of agreement that media education should be endorsed as an essential component of everz student''s education in al levels. The major aspects of this project will involve the following: training pupils to observe and interpret media messages; guiding pupils in the selective and critical reception of media messages; and the encouragement of students in forming independent opinions about media.
