Abstract
The research will be based upon various theoretical paradigms, that compete for the prevailing interpretation of international and national security but concurrently overlap and complement. All of the above-mentioned theoretical paradigms thus deal with the pressing security related questions of contemporary society; however, there are substantial differences among them. It can be said that the processes of globalization, informatization and the spread of access to knowledge, information and data limit the explanation potential of traditional theoretical approaches and increase the importance of theories that point to environmental, energy, economic, as well as social, information, cultural-identity and other dimensions of contemporary security. The security debate is thus changing also in terms of the referent objects of security, as the attention is increasingly shifting to individuals and social groups, as opposed to the focus on states and international actors, which is decreasing; in other words it can be said that also these actors are allegedly ever more in the function of providing security to individuals. On the other hand we witness a number of armed conflicts in the world, including Europe and its neighbourhood, meaning that traditional theories maintain their cognitive relevance. The selection of research topics is above all conditional upon the complexity of security developments at the international and national level, while at the same time also the interdisciplinary character of the research team should be taken into consideration. The key directions of the following research period shall thus be: 1) threats to contemporary societies, complex crisis, crisis management, critical infrastructure protection, disaster management, 2) asymmetric warfare, hybrid war, information/cyber warfare, 3) national, regional and international security, national, regional and international security structures, 4) development and manning of armed forces.  We will answer numerous general and specific research questions and during the research process. We will apply triangulation of theoretical assumptions and methodological approaches, and thus combine qualitative and quantitative research methods. The scientific goals of our research encompass a comprehensive analysis of contemporary security phenomena and actors, dealing with these phenomena at different levels, while deepening certain theoretical starting points as well as developing new concepts and methodological improvements, in particular regarding the formation of various empirical research instruments. The practical goals of the research, based on the general findings and actual research results, are to offer the guidelines and recommendations to those that formulate, create and implement security policies at the national and international levels. Another aim is to stress the importance of normative, strategic, and institutional transformations, needed for the development of security sector in particular at the national level.
Significance for science
The Defence Science Research Program represents the basis for the development and upgrade of substance from the sphere of Defence Studies, military studies, sociology of the military and international security. We see it as a contribution to the development and verification of various theories about national and international security, which will be based on empirical data and comparative methods. New threats are forcing the states to cooperate on the supranational level, therefore we - the scientists - must also strive with our research for the integration of research endeavours and deductions in the international environment. This implies that we will be comparing our research findings on the international level within the international professional organisations such as International Sociological Association (Research Committee 01 Armed Forces and Conflict resolution), Inter-University Seminar on Armed Forces and Society, European Research Group on Military and Society, and within research projects financed by the European Commission, and managed by the Geneva Centre for Democratic Control of the Armed Forces, the European Crisis Management Academy and others.
Significance for the country
The research work will contribute to the conception of a more adequate policy and a system of national security. The analyses of public opinion trends and degrees of legitimacy of international organisations and national security system all contribute to the temporal perspective of the studied topics and to the impact on the function of the security sector in Slovenia. The findings, resulting from the program, will be used in the development of the security sector in Slovenia, particularly in the transformation of the Slovenian Armed Forces and in the establishment of a comprehensive system of crisis management. Knowledge gained from the results will allow the civil service part of the Ministry of Defence to operate with greater success and transparency, while the findings will benefit the legislative and executive branches of power in Slovenia. The research will also have an indirect impact on the economic operators, since the analysis of management processes and public spending of state administration will urge it towards an improved economic efficiency and a rationalised spending of public funds, which in turn will lead to the economic relief. The analyses conducted will contribute to the flexibility, robustness and responsiveness of the economic operators in times of crises, particularly regarding various disasters, critical infrastructure, energy security and climate changes. The research will have an impact on the cultural development of Slovenia in regard to the search for and the shaping of Slovenian military identity, and the realisations based on the past will contribute to the system of reforming the security sector in the sense of searching for comparable forms of military activities on the supranational level in the past and today. The research findings will have an impact on the development of supervisory mechanism in the society and to the strengthening of security culture, especially among young population.
