Abstract
Security issues in urban areas are currently managed by local authorities who collaborate with several organisations in order to ensure an effective prevention and response to crisis events.However there is still a gap between managerial skills of local authorities and the technical skills of other organisations such as Civil Protection, Emergency Inspectorates, Red Cross etc.This gap is bringing difficulties in security prevention because of:-inadequate communication systems-limited use of available information-lack of multidisciplinary knowledgeIn this scenario we believe that there is the need of a harmonized model for prevention leaded by a specific Professional Profile: the Urban Manager for Security, Safety and Crisis Management (UMSSCM).Despite some academic courses concerning the training of experts in disaster/risk management or administration of local authorities are offered in EU, knowledge is very limited and inadequate.The aim is therefore to develop a specific framework for training and qualification based on EQF and ECVET standards that allow the acquisition of specific competences in the following areas:-crime prevention-cultural, social and political scenario-coordination and management of resources-communication strategy-urban planning-research and technology-environmental management
