Abstract
From a global perspective, the relationships between science, technology, industry and government are undergoing radical transformation. They have to redefine their basic missions and their key tasks. The traditional concept of the science and technology is facing major challenges. Industry, wishing to compete in the international market, is confronted with competition as a dynamic process. Government policy makers must respond to the challenges of globalization. The aim of the research project is to identify the major obstacles which stand in the way of greater and much needed science-technology-industry-government cooperation in the countries in transition. In short, key problems are the rigid separation of the different parts of the R&D system, the further concentration of research outside the industry and the existence of traditionalist lobby groups which do not understand the new social role of science and technology. There is insufficient knowledge on the part of academic scientists about the protection of intellectual property on the one hand, and, on the other hand, there is still too much reliance on the linear model of innovation on the part of industrial managers. There is, too, not enough awareness among political decision makers that R&D must organize new forms of cooperation with industry, as well as with society in general.
